Brian Mautz from the University of Ottawa, conducted a study in which he studied how 105 young and beautiful Australian women rated attractiveness in men. He reported his findings in the journal "Proceedings of the National Academy of Science."

The researchers from the University of Ottawa and also from the Australian National University and Monash University, asked the female participants to view computer-generated images in life-size video clips of naked guys. These guys varied in body shape, height and also flaccid penis size. But these guys did not vary in qualities such as hair and facial attractiveness. These women did not assess individual character, but rated the sexual attractiveness of the men from a scale of 1 to 7.
It was shown that the size of the penis had a greater influence if the model was tall. It could be because proportions also play a role in how men appeal to women. A change in the size of the penis was greater for the models who were tall, compared to other heights. This could be because the penis appeared smaller compared to the height of the model.

So the size of the penis was certainly a factor for women but so was height (not surprisingly). Short men with larger penises received higher rankings than short men with smaller penises, but smaller men still remained at the lower end of the scale, when taking into account overall appeal. So if you are a short guy then a larger penis will increase your appeal a little, but not enough to get past the taller guys.
Women judge a man's appropriateness as a mate according to certain characteristics. Based on evolutionary principles, it could be that a larger penis could mean a man's ability to produce more robust and healthy children. Obviously this played a greater role before societies started to wear clothing. Females have to assess males attractiveness somehow and penis size could have been one of the criteria.
This might also explain why men have relatively large penises when compared to other primates. In this study the ideal penis size could not be determined, because the most appealing penis size surpassed that of 98% Italian males.
The results show that penis size does have some importance to women but size is certainly not the only criteria. According to the research it seems that body shape was the most important physical criteria for women, which was in front of both height and penis size. The researches concluded that height was as important male endowment. But narrow hips and wide shoulders were more important for women than both height and endowment combined.
